Chrisitians: Is everyone of every belief outside of Christianity your neighbor?

I don't remember much of the Bible but i think there was something about that Christ did not come for the believers he came for the none believers, the sinners.I apologize to the believers since i did not use the exact phraseology,i don't think we have a Bible in the house.
