PLS HELP HOUSEBREAKING?

I just got a puppy a few weeks ago, she's 3 months old.. and house training for her is not getting any better since I first brought her home. I take her outside about every hour.. and when she wakes up from naps and after eating. She'll go sometimes.. other times she doesn't and just wants to play out there forever.... the worst part is then she'll come inside.. and pee or poop. She's been using the bathroom in my daughters room for some reason.. I bought the spray that takes care of dog odors so that she won't smell it.. but I just don't know what to do with her! She is a American Bulldog/ Jack Russell mix... is she just not very smart or am I not doing something right? Please HELP.. my house is starting to smell like DOOGGG!
