What good art softwares are there?

I'm looking for a good software that's a lot like SAI. It's been my favorite program so far but since I don't have the money to pay for it I have to find something free. I don't really like Adobe photoshop or imageready and I've tried downloading Gimp and Paint.net (neither of which worked on my comp).
