Is he the most clever or most stupid man alive?

Why do liberals want us to believe Bush is a know-nothing clown, yet turn around and credit him for duping Hillary and the rest of Congress into believing Iraq had WMD's, masterminding 9/11, and somehow capturing oil from the war in Iraq (and that sure worked out well for us, didn't it?)? Is he a genius or a burnt bulb?
